According to the Bismarck Tribune, four state senators are vying for the spot of ND Senate Majority Leader – Rich Wardner (Dickinson), Tony Grindberg (Fargo), Dick Dever (Bismarck), and Jerry Klein (Fessenden). Here is how these senators rank according to the North Dakota Legislative Review:

While all four candidates are pretty equal on matters of policy, there is a substantial divide on spending.
Senators Klein and Dever voted against the higher education budget, giving them a major edge in our spending score.
All four senators voted for the Commerce Department budget and their programs, which the NDPC has argued against vigorously on economic grounds and legal grounds. Senator Klein's policy score is slightly lower than the rest because he voted against a bill declaring Obamacare unconstitutional.
