I wanted to add a little bit to my previous post about requiring local governments to put their check registers online.
One of the biggest arguments against the requirement will center on the cost and lack of local expertise available to local governments. I think that's the case especially in rural areas.
The way to avoid those problems would be the add to the website that the Office of Management and Budget is currently creating for state expenditures and provide local governments with a mechanism to upload their data into the state's website in the same that school districts already upload their data to the Department of Public Instruction. That way each local government will have access to something that is already built and access to the state's IT expertise.
